Referencing printed instructions, pg 17 item 15 and pg 20 item 18 can not be completed without going back and removing pg 11 item 9 and then reinstalling after completing items 15 and items 18.
Manufacture might try it following the instructions and they will understand. its not as sturdy as I would like like it to be.
