Positives:
Eh, solid, Serviceable. The metal exterior is durable as long as it not used as a stand for elephants. The drawers slide in and out about three/quarters of the way and they do so smoothly. Handles are probably ABS plastic. Drawers are deep and snugly accommodate hanging files folders.
Mine luckily arrived with no dinks. Paint layer is thin and minimal. The cost savings are apparent everywhere.
Negatives:
Thin sheet metal is too thin and untempered. It has voluble flex like a bongo. So just drop it somewhere and use it lightly.
Those casters and wheels ? Well, at least they remembered to include them. What they did not do was drill enough holes and include the right size screws. Mobile cabinet is now immobile unless I muster the interest to drill the holes myself. Not likely.
only provides a single exterior picture of the cabinet. Why ? Because its entirely unpainted inside. I personally found it cheap and ugly. But, like I said, its serviceable. File drawer organizers are virtually a must.

I needed a couple file cabinets for work but I did not want to spend a lot of money. These have worked perfectly and look professional. They also very nicely fit under my desk.
This cabinet is a low end cheaply constructed unit. I would not recommend this unit if you have to use it much. It will serve your needs to simply hold files that you do not have to access a lot. Drawers do not fully extend to make access to the back of the drawer easy.

pretty nice
good price. not the most solid cabinet, but it serves it purpose. one of the back wheels keeps falling it off. I dont roll it around anymore.
